Premiere Pro 2020 (14.0) and newer, on Windows and macOS. That is the only one available today. After Effects and DaVinci Resolve are on the way, and a plan will cover one application of your choice. Note that Auto Cut, Close Gaps and Auto Edit cannot exist in After Effects at all, because it has no tracks and no razor. What each application gets.
No. The cuts, the captions, the presets and the guides all work without it. Some animated titles render through the headless After Effects that Premiere already ships for motion graphics templates, and the panel marks which ones.
